I have the honour to forward for

Your Lordship's consideration the enclosed memorial in

duplicate from Mr. E. A. Irving, Director of Education,

dated the 25th. instant.

Mr. Irving has so fully quoted my

minutes that there is nothing further for me to add: but

in a separate Despatch No. 118 of the 7th. instant I have

already recommended that Mr. Irving should be granted

a personal allowance, to which I think he has a strong

claim by length of service and by the success of his work

as Director of Education. I regret that opportunities for

promoting Mr. Irving, who is particularly well qualified

for his present post, have not presented themselves.
